SAACB, Local Government Ministry Hold Internal Control Workshop


Ministry of Local Government, in cooperation with Anti Corruption Commission and SAACB, held a workshop about ‘internal control & corruption reduction at local government entities’. Participants included minister of local government Mr. Hussein el-A’araj, chairman of ACC Mr. Rafeeq el-Natsheh, Counselor Eyad Tayyem, head of local government reform program at GIZ Mrs. Katherine Lawrence, undersecretary of MOLG Mr. Mohammed Hasan Jabbareen, a number of mayors, control staff at MOLG main offices and Ramallah/el-Bireh, Salfeet, Jerusalem and Jericho districts.

Counselor Tayyem stated that local government sector is basic and substantial foundation of the State of Palestine, and that local government entities have main role to play in the sustainable development and institutional building of Palestinian society. ‘Local government is the largest sector audited by the Bureau, where internal control units are the helpful arms as they help enhance institutional performance’.

Mr. el-A’araj said that the Ministry coordinates field control visits in full cooperation with SAACB, and took actions that help increase decentralization in local entities, through workshops and meetings to clarify laws, regulations and instructions, and to show functions and powers of both the Ministry and local entities.

Mr. el-Natsheh indicated that all institutions shall cooperate to realize the corruption-free State of Palestine, and that ACC increases cooperation with all Palestinian organizations and with some Arab and foreign countries to fight corruption. He also said that ACC does not accuse anyone with corruption unless found guilty in court, where treatment will be as per law, and ACC is for the whole Palestinian people.

Mrs. Lawrence praised corruption fighting effort made by the Palestinian government, where she stated that the reform program intends to improve performance of local entities in the field of spatial and strategic planning to address the citizens’ needs, as the program is tailored to respond to national policies and agenda with ‘Citizen First’ title.

Mrs. Lawrence emphasized the GIZ full support to the Ministry and the Bureau to help encourage control, transparency and integrity.

Mrs. Rasha Amarneh from ACC delivered a presentation about the corruption fighting law in Palestine.

Mr. Omar Yasin from SAACB talked about mode of audit for local government entities, which depends on internal control reports.

Mr. Raed Sharabati from MOLG focused on how internal control is important for action of local entities and performance development, with presentation of the most common violations in local entities.
